The purpose of this thesis is to study and analyze developmental projects and programs of The Sultanate of Oman in Western Dhofar Governorate. This study emphasizes the reflection of the level of developmental projects and programs to the security in that part of Oman. The thesis also show that Oman's developmental projects in the border areas have enhanced the level of security in border areas and come to be solid defender against any threat. In analyzing the development in the western Dhofar border, the research appraised the various theories of development, such as Amartya Sen's theory on development as freedom, W.W.Rostow's theory on stages of economic growth, United Nations and His Majesty Sultan Qaboos's vision on development. Moreover, Oman's development has been based on state-sponsored five-year development plans. In Oman's case, and particularly in relation to the border, government planning and the promotion of development programs have been associated with two major factors, namely the Directives of His Majesty Sultan Qaboos and the Five-Year Plans. The border areas in Dhofar have equally benefited from the development programs. Many development projects have been launched by the Omani government since His Majesty Sultan Qaboos 1970.
