The study aims at identifying the legal framework of the oversight methods set for the Majles, in terms of being adequate, the practice of their rules in reality, manifestation of the oversight role to be assumed by the Majles vis-à-vis the Government, evaluation of the same through practice, as compared to experiences of ancient countries with a view to reaching possible solutions to increase their efficiency and promote them, to preserve and maintain rights and liberties, establish activate the state of institutions advocated by His Majesty the Sultan as a system of governance.
The study comes in two chapters. The preliminary chapter, and the last one which examines the philosophy and applications of the principle of separation of powers as a basic ideology of the parliamentary oversight.
While the first chapter covers the development of the Shura process since the new Renaissance under the leadership of His Majesty Sultan Qaboos, the second one is dedicated to the parliamentary oversight methods in general, and the means of the Majles in particular.
The study reached a host of results and recommendations, the most outstanding among them are:
• It is essential that the Basic Statute of the State contains all provisions and the general rules related to the parliamentary institution, and that the Majles should be accorded the full power in legislative and oversight processes, as well as according the Majles with further oversight methods such as the right of interpellation, setting up of fact-finding committee, Translated by Ibrahim Abdelrahman, Senior Translator, Majles A'shura.
• Enable the Majles to manage its own affairs, grant it competences to elect its Chairman from among its members, conduct periodical election each term to elect its Bureau , form its committees, and reconsider the excessive secrecy imposed on its work. Provide sufficient guarantees for membership and increase the privileges accorded to it.
• Set up a standing committee of the Majles to be charged with studying the requests and proposals submitted by the citizens to the Majles.
• Promotion of the General Secretariat organ, providing it with
• specialized technical cadres and the latest information and communications technologies.
