The present study aimed at focusing on the theoretical background of the assessment of the school performance and being familiar with the Educationalists' opinions in this regard generally and in specific how the performance of the educational general directorates in the sultanate of Oman are assessed. It also aimed at setting a suggested frame work for assessing the performance of the directorates general of Education in the Sultanate of Oman.
A Descriptive approach has been implemented to analyze the theoretical background for assessing the school performance in the institutions in general and the educational institution in specific. Besides, a questionnaire consisted of eight sections on the suggested criteria for assessing the performance of the educational general directorates in the Sultanate of Oman was used. Furthermore, Delphi method was used to find out experts opinions for the study sample which consisted of 36 participants all with experience and a PHD degree in educational management from both local and overseas universities.
The study concluded the importance of the following criteria for assessing the performance of the educational general directorates in the Sultanate of Oman (Educational leadership, strategic planning, administrative organization, materials and human resource management,
new technology, creativity and superiority, educational services and assessment.
The rate of the importance from the experts' perspective came as:
Educational leadership ranged in importance between 81% - 100%, Strategic planning ranged in importance between81% - 94%, Administrative organization ranged in importance between 78% - 89%, Materials and human resource management ranged in importance between 78% - 92% New technology ranged in importance between 83% - 92%, Creativity and superiority ranged in importance between 75% - 94% Educational services ranged in importance between 83% - 94%, Assessment ranged in importance between 83% -97%
In light of the analysis of the current study, a suggested frame work for assessing the performance of the general educational directorates in the Sultanate of Oman was suggested. The frame work included the study aims, expected outcomes and the feedback after going through the proposed assessment process. In addition, it also highlighted the expected difficulties and ways of overcoming these.
