This study aims to stand on the principles & the foundations of the Open Book Management (OBM) Approach. It also targets toward knowing the reality of implementing some of those principles in the MOE Basic Education schools in the Sultanate of Oman from the point of views of the schools' principals and their assistants. This study also goals to investigate the obstacles facing the implementation of those principles in the Basic Education schools and to determine whether there are some statistical differences between the study sample in accordance with gender, posts, educational stage, and work experiences. The study concludes with recommended procedures that should decrease the obstacles facing the implementation of the principles of the Open Book Management.
To achieve the targets of the study, the researcher had analyzed the theoretical literature concerning the Open Book Management and prepared a questionnaire consists of (97) items that have already been checked for both their reliability and validity. The items were divided into five (5) themes representing the principals of the Open Book Management. They are: empowerment, participation, teamwork, transparency and accountability. A separate theme was devoted to the obstacles. The study sample was (295) male and female school principles and (190) of their assistants. Data were statistically analyzed using the mean, frequencies, standard division, and ANOVA. The results reached by the study are as follows: - The mean of the five themes concerning the reality of implementing the principles of the Open Book
Management approach were very high; between (4,20) and (3,62) for the responses of the sample. - The most principle implemented in reality from the point of views the study sample was the teamwork which scored (4,20) followed by the empowerment participation, transparency, and finally accountability. - (T) test results revealed that there are no statistical differences for all the themes among the study sample at the level (a 0,05). - (T) tests results revealed also that there are no statistical differences at the level (a 0,05) in the estimation of the study sample on the first theme (empowerment) and the second (participation), the fifth theme (accountability) and the sixth theme (obstacles). However there are some statistical dereferences between the school principals and their assistants concerning the third theme (teamwork) and the forth (transparency) in favor to the principals. - (T) tests results showed that there are no statistical differences for all the themes among the study sample on both circles at the level (a 0,05). - There are no statistical differences between the means of the themes of the Open Book Management approach related to the work experience where the (F) had no statistical differences at the level (a 0,05) for all themes of the Open Book Management approach. In the light of analyzing the educational literature and the results of the field study, the study offered various suggested procedures to encourage more activation of the principles of the Open Book Management approach, especially those related to transparency and accountability principles.
