This dissertation aims to study the level of efficiency and effectiveness of Human Resources Management in the Ministry of Education in Oman and the connation between the efficiency and staff satisfaction in the Ministry. This dissertation studies of 228 individuals and to insure the fulfillment of those aims, a questionnaire was designed to serve the purpose and it consists of five fields: Selection and Recruitment, Quality and Creativity, Human Resources Planning, Human Resources Development and Job Satisfaction. The results show that the level of the efficiency in the Ministry of Education in Oman is average in all fields. The results show the category of each field as follows: The first one was Quality and Creativity, then Selection and Recruitment. Human resources Development became in the third place and finally Human Resources Planning became in the last place. The results also show that there is no significant difference in level: α≤0.05 and it shows that there is an agreement between male female aspect regarding the efficiency of Human Resources Management in Ministry of Education in Oman and the linked with Staff Satisfaction. Besides this, the results indicate that there is no link in the level: α≤0.01 between the level of staff satisfaction and the level of the efficiency of Human Resources Management in the Ministry of Education in Oman. On the other hand, some results indicate that there is a positive link between them. The researcher recommends more commitments on the Human Resources activities by bringing up new methodologies and tools in Selection and recruitment with international standards as well as implementing modern styles of Human Resources Planning and to be part of the Strategic plans.
