The main objective of the current Study is to present a suggested proposal to develop incentives for the administrative and teaching staff in the public schools in the Sultanate of Oman. This is through identifying the needs to develop such incentives from the administrative and teaching staff point of view. Also, it examined the effects of some variables: job title, gender, qualification, and years of working experience on the requirements to develop the incentives. To achieve the objectives of the study, the descriptive approach was used to analyze the literature and a questionnaire of (44) items. The questionnaire was classified into three domains: conditions & criteria of granting the incentives, types of incentives and procedure of granting the incentives. The sample of the study consisted of (1009) staff selected from four provinces: Muscat, Al-Batinah North, Al Sharqiyah South and interior including (183) administrative staff and (826) teaching staff. The statistical data were analyzed by using SPSS package, (T) test and (Tuky) test. The results indicated that was a high degree of consent among the respondents in all the three domains of the study. The highest favorable score of the results was given to the types of incentives, followed by the procedure of granting the incentives and the lowest score was given to the conditions & criteria of granting the incentives. The results also indicated that there were significant differences=(0.05) among the respondents attributable to: job title variable in favor of the administrative staff in all the domains, the gender variable in favor of females in conditions & criteria of granting the incentives and types of incentives. The study findings also showed significant differences in the years of working experience variable in favor of the highest years of working experience and in the qualification variable in favor of less than BSc and BSc holders in both domains: conditions & criteria of granting incentives and procedure of granting incentives. Finally, based on the literature, some countries models in incentives systems and the study findings, a suggested proposal was prepared to develop incentives for administrative and teaching staff in the public schools in the Sultanate of Oman. The suggested proposal highlights an anticipated set of difficulties in the implementation, and ways of overcoming them. Further, future studies on the incentives system are also included.
