Constitutions, laws and electoral systems of different countries give due concern to the
organization of the procedures of the parliamentarian electoral process. The ultimate goal is to
make such procedures an appropriate instrument for the creation of genuine parliamentary seats
that faithfully reflect the will and aspirations of the nation. Therefore, the present thesis attempts
to conduct a thorough investigation of such procedures in order to probe, whenever possible, to
what extent the constitutional and legal guarantees are available. Such guarantees would ensure
holding elections that are characterized by the integrity of their procedures and fairness of their
results. Hence, this thesis comes under the title "Guarantees of the Integrity of the Parliamentary
Election". Before delving into the details of these guarantees, the researcher believes it is
important to dedicate an introductory chapter that provides a linguistic and technical definition
of elections and highlights the legal, political, social and economic importance thereof. This is
in addition to clarifying the legal characterization of the electoral right and the development of
the exercise of this right throughout the history of the Sultanate. The thesis is then divided into
separate chapters based on the chronological order of the electoral procedures. Accordingly, the
thesis starts with the preliminary phase which is dedicated for indicating the pre-election
guarantees including the substantive and procedural requirements of both rights of running for
elections and casting votes in such elections. This is in addition to highlighting the role of
electors' awareness in enhancing the electoral process in the country. In this respect, the thesis
touches on the reasons for voter apathy and how to address this problem. The thesis also
allocates a detailed section to discussing the various electoral systems applicable worldwide,
analyzing the nature and the foundations of these systems and the reasons for their continuity. A
comparison is drawn between these systems in order to identify the one that can be
appropriately applied in the Sultanate. In this phase, the thesis examines the importance of
serving justice in terms of dividing the electoral constituencies as one of the important
guarantees for electoral integrity. Discussing the contemporary phase of the electoral process,
the thesis attempts to identify the method through which the neutrality of the electoral
monitoring bodies can be achieved. This is coupled with highlighting the importance of offering
equal opportunities to candidates so that they can present their respective platforms. In this
phase also the thesis outlines the principles governing the legality of the voting process, clarifies

the advantages and disadvantages of e-voting as well as the rules governing its use. This phase
concludes with explaining the procedures relevant to vote counting, the announcement of
election results, and the factors helping in the transparency and integrity of such procedures.
The thesis also highlights two important themes relevant to the post-election phase; namely
challenging election results and the legal protection of the electoral procedures by monitoring
the penalties relevant to electoral regularities. Having consulted the relevant sources, the
researcher has exerted his utmost effort to highlight all the possible guarantees that help in
conducting fair and transparent elections in each of the three phases mentioned above. The
thesis adopts the comparative approach as it draws a comparison between the conclusions
arrived at by the Egyptian legislator in terms of organizing the House of Representatives
elections and the electoral procedures laid down by the Omani legislator for the Shura Council
(Majlis A'Shura) elections. The thesis arrived at a host of conclusions and recommendations
that serve the electoral process in the Sultanate of Oman, address the shortcomings of this
process and highlight the distinctive features of the Omani experience in this regard. I give my
