Results of the Study
1. The current study identified the theoretical foundations for Toal Quality
Management in special education schools in terms of concept, the historical evaluation of its inception,the principles, standards, the benefits, application requirement and implementation phases of comprehensive quality.
2. It had been bring up to the special education schools department from the perspective of Total Quality in the following them, planning, organization, supervision, direction and evolution.
3. The study reached to the reality of management of special schools in the Sultanate of Oman to the set of results in the lights of the study as following areas, The Strategy was ranked as first among the hub's degree and as medium..
Supervision and Guidance
The results showed keen principle of the school of special education to cooperate with the various institutions of the society and the weakness of the department of the inform the special needs in order to benefit from the results and
recommendations. The motivation and estimation of teacher,s skills according to the principle of special education school indicates to the weak enforcement and lack of equality among workers and it was ranked as the third among the themes of the study and it was a weak practice.
Evaluation
The results of the field study indicated that the managements of special education schools in the Sultanate of Oman have variation deficiency for the standards and evaluation medium to measure the goal which suppose to evaluate.
Planning
The study showed the weakness of the participation for the teachers and parents in the preparation of the educational plan and the distancing of the goals of special educations schools of realism, and the adoption of centralized decision making education, where it was ranked as last among the hub's degree as the weak.
Strategy
The results of the field study indicated that the most important regulatory practices carried out by the departments of special education schools is to uphold the regulations and procedures provided for and receive from General Diwan of Ministry. The results of the study reflect also the weakness of the training the teachers on there non- actual professional needs and the weakness of finding an effective balance between the school when making any administrative decision.
Mor over it will not measure as required how far the educated people are efficient. In addition, it also neglects a side which related to the quality guarantee which is evaluating the performance of the school management and the way it work from the inferiors point of view. On the contrary, the principle has to correct the mistakes and exceeding the limits on the work as soon as had been happened,came on the first stage of the hub's degree and it was the ranked as the second themes of the study and it was a medium.
4. The current study presented a suggested concept for developing the management of special education schools in the light of the Sultanate of Oman covers the five axises for the study: planning, strategy, supervision and guidance and evaluation.
