This study aims to introduce a suggested proposal for the administrative accountability in the Basic Schools Education in the Sultanate of Oman.
The community of the study consists of all headmasters and headmistresses of the government Basic Education Schools. They are distributed all over the Basic Education Schools in the Sultanate. The actual number of the sample of the study is (271) headmasters and headmistresses. The study is based on a questionnaire consists of two parts. The researcher investigates the reliability of the questionnaire by a group of fifteen referees from Sutlan Qaboos University, the Ministry of Education, and Rustaq College of Applied Sciences. The first version of the questionnaire consists of 63 items. After the feedback of the refrees, the items are reduced to a number of 42 items. Cronbach's Alfa was calculated for all the items, it was between (.7583) and (0.9180). According to the stability factor for all the questionnaire was (0.8672) and it seems to be high enough and is suitable for the study.
The findings are as following:
- The headmasters of the Basic Education Schools in the Sultanate of Oman have largely performing the necessary competencies for the application of
management accountability.
- The attitudes of the headmasters and headmistresses in implementing the administrative accountability are positive. It comes between (3.360) as the highest average and (2.980) as the lowest average.
- There are significant impediments preventing the
implementation of the administrative accountability system, in the basic education schools. Some of the most important are: there is no proof of existing the administrative accountability, which shows the pros and cons of implementing the administrative accountability, besides there are no rules which support that implementation.
The lack of statistically significant differences at the level of significance (a = 0,050) between the mean performance of the sample attributed to the participants gender (male - female), or qualification or the educational regions about the application of the management accountability in basic education schools in the Sultanate of Oman.
The key recommendations are:
- The Ministry of Education, to benefit from the proposed vision for establishing an integrated system of accountability in the schools of basic education in the Sultanate of Oman also, to establish a visualized elements during the actual application at schools.
- The restructuring of the committee of the management accountability at the level of the Ministry and the modified terms of their reference.
To work to promote a culture of accountability among all employees in the educational system and community members and- students.
- To take care of the accountability for the school outcomes, and emphasis on the availability of specific and clear standards to measure them.
