The study aims to identify the role of information systems in public
sector institutions in achieving the priorities of Oman Vision 2040 and
future aspirations. To achieve the objectives of the study, the mixed
method was used by developing a questionnaire consisting of 84 items
distributed into two themes. The first theme includes 78 items distributed
into ten domains to examine the current status of the information systems'
role in achieving the priorities of Oman vision 2040. The second theme
consisted of six items that discussed future aspirations. A semi-structured
interview was used based on the 11 questions to be sued as an interview
guide.
The questionnaire was distributed to (1004) study sample members,
from whom only (600) responded. These respondents represent (34)
government institutions. Three interviews were conducted with three
decision-makers in governmental institutions.
The results show that the current status of the information systems'
role in the achievement of Oman vision 2040 was in the average range,
which means the respondents indicated an intermediate level of their
understanding of the importance of the information system in achieving the
priorities of Oman vision 2040. They also showed an average grade on
different dimensions, such as the role of institutions in enhancing Oman's
rank in the global competitiveness indicators, integration between
governmental institutions, data, information management and the efforts to
build national capabilities. The same level is indicated in the potential to
enhance the role of information technology in achieving Oman vision 2040
and mechanisms that are used to strengthen the role of IT in achieving
Oman vision 2040.
The results show a high level of challenges facing the development
of IT and its infrastructure. Furthermore, the respondents indicated a high
level of future aspirations.
The results of the current status theme also revealed that there were
statistically significant differences at the level (α ≥ 0.05) due to the
institution, job, experience, and qualifications variables. In contrast, it
shows no statistical differences due to the gender variable. For the future
aspiration theme, the results show statistically significant differences due
to variables of gender, job, experience and qualification.
The researcher concluded with recommendations in light of the
study's results. Most notably: the need to enhance workers' awareness and
knowledge of the themes and priorities of Oman Vision 2040, developing
information systems based on the vision's indicators through strengthening
the infrastructure, building national capacities, and working to increase
integration between institutions, activating information systems to achieve
this integration, managing data and information, and providing the enablers
to acquire all these.
