Problem of the study
The problem of the study tackles some arising problems faced by the Educational Supervision in the Sultanate of Oman and deficiencies in supervisory practices to some Educational Supervisors.
In the light of this, this current study is concerned with how to make use of the approach to Total Quality Management and its application to develop Educational Supervision which is considered as one of the essential corners in the structure of educational system.
Aims of the study
1-To identify the intellectual bases to Total Quality Management in the contemporary administrative thought in the field of Educational Supervision,
2-To identify experience of some countries in the application of total quality management in Educational Supervision
3-To determine the reality of Supervision in Oman
4-to propose a perspective that leads to developing Educational Supervision in Oman.
Community of the study
The 692 educational supervisors, working in MOE, Human Resources Development Departments: both males and females for the academic year 2008-2009 form the community of the study.
Study Tool
In order to reveal the reality of educational supervision in the light of educational supervisors' viewpoints, a questionnaire has been built as a tool to gather data and through reading theoretical literature and analyzing previous studies. Credibility of this questionnaire has been tested by a group of specialist jury .Its consistency has been calculated by ALPHA KRONBACH Coefficience.
Study Sample
256 responding participants from Muscat, Buraimi, Dhofar and Dakhilyah formed the study community participants.
Applied Statistical analysis
Spss 12 program has been used to calculate the required analyses ALPHA KRONBACH, Median, Standard Deviation, Measure P.
Study result
1- The current study has determined the intellectual fundamentals to Total Quality Management as regards: concept, goals, samples, application requirements, stages and benefits of Total Quality applications.
Educational Supervision in the vision of Total Quality has been discussed through the following axes:
Educational Supervision concept, goals, organization and techniques, and Educational Supervisors selction, duties and jobs.
2- This current study has tackled some experiences related to application of Total Quality Management, in Saudi Arabia, USA, and Jordan, in the following axes: Educational Supervision aims organization and techniques, Educational Supervisors selction, duties and jobs of Educational Supervisors.
3- Both the theoretical and field studies of the reality of Oman's
Educational Supervision have revealed some conclusions as follows: *Educational supervision goals
The interaction of this axis was noted high. Responses of the participants in the sample study was average for goals of the Educational Supervision in team work, learners active participation, group work, and decision making in vision of perfect data base, educational researches and its response to world updates.
*Organization of the Educational Supervision
The interaction of this axis was noted average .Problems of organization were mainly in shortage of Educational Supervisors in proportion to number of teachers, decision making centralization, heavy administrative burden and Educational Supervisors 'sub duties. * Selection of Educational Supervisors
The interaction of this axis was marked average .Problems in this axis focused on that Educational Supervisors Selecting Concerned Bodies don't apply conditions and terms such as interviews and written tests. * Educational Supervision Techniques
The interaction of this axis was labeled high .Problems in this axis rotated in Educational Supervisors' activation of the technique of peer observation, model lessons, and educational researches to an average degree.
*Duties and jobs of Educational Supervisor
The interaction of this axis was marked high. Responses of the sample group participants for Educational Supervisor' practice of the mentioned duties was high. Planning to apply appropriate techniques to employ external surrounding in teaching scored the lowest average.
4- The current study introduced a perspective to develop Educational Supervision in the vision of an approach to Total Quality Management in Oman covering the 5 axes of the study: aims, organization and techniques of educational supervision, educational supervisors' selection and duties and jobs of Educational Supervisor.
