Despite the massive advantages which have been being attained every day due to information technology in all levels and fields of contemporary life, the growing technological revolution has been accompanied by a combination of serious negative consequences as a result of the misuse of technology; where the importance of the electronic evidence has become the most important issue of debate and controversy and possesses the priority in the topics of the legal field, especially at the present time due to the scientific development and the spread of digital technology. The revolution of technological development of informatics and communications is a feature of the 21st century. This revolution changed the world and the tools of activism and movement in various fields. Consequently, the world and countries were forced to change or modify their economic and legal tools that regulating the work and relations of individuals. This development in the legal system, which has produced a social, cultural and psychological heritage, has forced the legislator to interact with it through the development of legal tools regulating the work and relations of individuals. One of the first issues to come to mind is to know how to deal with modern technology as evidence and legal difficulties that can be faced by law men in this field. Thus, in principle, the judge cannot reject the electronic proof (Evidence Guide) and prefer the proof of paper evidence over it based on the material nature of both evidences. Through our research, we have identified the electronic evidence, characteristics, types, advantages and disadvantages through the first topic, as we have shown to prove the electronic evidence and the conditions of proof and evidence before the administrative judge through the second topic.
