The number of armed conflicts of non-international character has increased in recent years, which has resulted in serious crimes that constituted flagrant violations of the provisions of international humanitarian law. In these crimes most of the victims are often defenseless civilian, so the issue of research on the topic of international criminal protection of civilians during the interior armed conflicts has become an important issue that occupies the minds of many researchers in general, and in particular jurists, to demonstrate the effectiveness of the provisions and mechanisms established to provide international criminal protection to civilians, in order to ensure that the perpetrators of those heinous crimes do not escape punishment. The research topic is: International criminal protection of civilians during armed conflicts non-international character, and the scope of my research on this topic is limited to a statement of international criminal protection of civilians during non-international armed conflicts established within the framework of the statute of the International Criminal Court. Therefore, this topic has been studied by dividing it into two subjects: The first one was devoted to a statement: The legal framework for international criminal protection of civilians during armed conflicts not of an international character, and the second one was devoted: to present Obstacles that hinder the International Criminal Court's pursuit of those responsible for war crimes.
