The study aimed to identify the degree to which school principals practice distributed leadership and its relationship to the organizational silence of teachers in basic education schools in the North Al Batinah Governorate in the Sultanate of Oman. The study population consisted of all male and female teachers in government basic education schools (second cycle) in the North Al Batinah Governorate in the Sultanate of Oman, who numbered (7217) male and female teachers. The questionnaire was distributed electronically to (400) male and female teachers, and (337) valid questionnaires were retrieved for statistical analysis. The results of the study also showed that the degree of school principals’ practice of distributed leadership from the point of view of teachers was average, and the dimensions were arranged as follows: In the first place was the dimension of shared responsibility at a level of a medium degree, and in the second place was the dimension of leadership practices at a level of a medium degree, and in the rank The third level was the school culture dimension at a moderate level, and the vision, mission and goals dimension came at a medium level as well. The results of the study also revealed that the level of organizational silence among teachers, from their point of view, was between a high level and a low level. The social silence dimension came in the first place at a high level, the defensive silence dimension came in the second place at a low level, and the submissive silence dimension came in the third place at a low level as well. The study revealed that there were no statistically significant differences at the significance level (0.05 ≥ α) in the estimates. Teachers' degree of practicing distributed leadership from the teachers' point of view is attributed to the variables of gender, educational qualification, and years of experience. The results of the study also revealed that there were no statistically significant differences at the significance level (0.05 ≥ α) in teachers’ estimates of the level of organizational silence. The study also found that there was a weak correlation between the degree of school principals’ practice of distributed leadership and the level of organizational silence among teachers in basic education schools in North Al Batinah Governorate in the Sultanate of Oman, and there is a weak effect of the degree of school principals’ practice of distributed leadership on the level of organizational silence among teachers in basic education schools in the North Al Batinah Governorate in the Sultanate of Oman.
One of the most important recommendations of the study is to enhance reliance on the distributed leadership method in schools. Given its prominent role in the decision-making process, the Ministry of Education is adopting an educational strategy to benefit from ideas, especially modern styles of leadership, most notably the distributed leadership approach, and the school administration’s interest in clarifying the school’s vision and mission, and the agreement of its vision with the values of society. The school is part of society, and its values emerge from the values of society.
