This study aims to test the type of relationship between strategic planning and its elements (message, vision, goals) and leadership excellence in the Ministry of Housing and Urban Planning in the Sultanate of Oman. Also the extent of the impact of strategic planning in achieving leadership excellence in the organization under study. So that the main question of the study is formulating as follows: To what extent the impact of strategic planning to achieve leadership excellence in the ministry under study?
The descriptive analytical approach was using for this study, by designing a questionnaire and distributing it to the study sample. Which amounted to 183 individuals and included individuals from different levels of management to collect process and analyze data using appropriate statistical tools for testing the main hypothesis of the research, which is a statistically significant effect of strategic planning in achieving leadership excellence in The Omani Ministry of Housing and Urban Planning, and the results were as follows:
1- The strategic planning variable in all its dimensions affects the leadership excellence variable.
2- There are no statistically significant differences on the relationship between strategic planning and leadership excellence due to the demographic changes of the respondents.
