This study aims to demonstrate the leadership role of the Ministry of Housing and Urban Planning (MoHUP) in monitoring the implementation of the strategy approved by the Omani government. This strategy came to achieve the urban vision, the priority of which is comprehensive geographic development to connect the governorates to each other. To answer the research question and reach the goal, the leading role of the MoHUP was studied through five axes (represented by ministry officials leadership roles, cooperation with relevant authorities, decentralization, direction on the lights of the strategy, and motivating relevant authorities and employees) in its relationship with monitoring the implementation of the urban strategic vision 2040.
The study addresses the state’s administrative apparatus, resources, and projects since the success of implementing any strategy depends on the efficiency of the planning apparatus based on it, which is what this study addresses about the leadership role of the MoHUP in monitoring the implementation of the urban strategy in Oman. This study relies on the descriptive analytical method, using a combination of quantitative and qualitative methods in collecting data, represented by the questionnaire and qualitative interviews.
The research population for this study is 368 employees, at the rank of department heads and above in the MoHUP, in addition to the engineers working in the Urban Strategy Office. The sample size consists of 188 employees, male and female, and their data was collected throught electronic questionnaire. The results showed that there is a positive, statistically significant relationship between the study axes related to the leadership role of the MoHUP and the monitoring of the implementation of the urban strategy. The study recommended strengthening cooperation between the various entities responsible for following the urban strategy because of its positive impact on achieving the desired goals, preserving available resources, and avoiding their waste. It also recommended paying attention to human resources, enhancing their knowledge about the importance of the national strategy, and providing them with the opportunity to express their opinion and decide about overcoming the difficulties that arise. They appear during the implementation of the strategy.
