The administrative apparatuses of countries rely on their human resources in administrative and financial sectors to achieve their strategic objectives for sustainable development, characterized by creativity and innovation in ideas and effective practices. Since employees are the cornerstone and backbone of these processes, it necessitates governments to work on creating and improving an organizational work environment that fosters creativity and innovation through legislative, administrative, and economic policies and tools, as well as various qualitative initiatives, to ensure the effectiveness and efficiency of their outputs.
The term “job security,” with its political, legal, administrative, social, and economic dimensions, is considered one of the key pillars upon which leading institutions rely to create a work environment characterized by creativity and innovation, being the main pathways for positioning public institutions at the forefront of global progress according to various international indicators.
As the strategic vision of Oman 2040 focuses on a society where its people are creative, its economy is competitive, its environment is sustainable, and its government is responsible, the researcher aimed in this paper to analyze studies and the results of international and local indicators and reports related to the frameworks of the state’s administrative apparatus, especially concerning the dimensions of job security and its relationship with enhancing the culture of creativity and innovation. This aims to formulate a project to create a work environment that ensures the elements of job security to strengthen the presence of creativity and innovation in ideas and practices within the public sector of the state’s administrative apparatus.
The study concluded that there is a weakness in the presence of some indicators related to the inputs of job security in the state’s administrative apparatus. The researcher attributes this mainly to the weakness in the practice of good governance in administrative and financial operations, particularly the structural legal, technical, organizational, and behavioral inputs. This has led to a lack of creative initiatives, ideas, and practices among employees in the state’s administrative apparatus. The researcher recommended the necessity of updating and changing the philosophy of the legislations and organizational structures framing the work of the state’s administrative apparatus and enhancing the human and social aspects of the work environment. Additionally, it was suggested to establish annual awards for creative and innovative ideas in the public sector.
