The study aimed to find out the reality of the development of the
performance of employees in the departments of Special Education in
Education's Directorates in the light of the entrance to the strategic
planning in the Sultanate of Oman, and by answering the following
questions:
- What is the reality of strategic planning performance of employees in
the departments of special education in the Education directorates in
Oman?
- Are there any statistically significant differences due to sex, experience,
qualification, the directorate, for the members of the study?
- What are the most important proposals to improve and develop the
performance of employees in the departments of education in the idea of
strategic planning?
To answer the research's questions, the researcher used a questionnaire as
her study tool. It consisted of 65 statements, and their credibility was
confirmed by several experts. Cranach's alpha was also used to confirmed
by scored (97). The study community consisted of all of the employees of
the special education department in the education directorates in the
sultanate of Oman include head of departments and supervisors, ( 123
employee). The study sample was the study community itself. However,
the questionnaire was mobilized (115) of the study.
The researcher used the descriptive approach in her study. She also used
the statistical methods like the arithmetic average, standard deviation, t-
test and one way analysis of variance to discover the significance level
between variable.
The most important results of the study are as follows:
the application drawbacks of the strategic planning process the performance of employees in the departments of Special Education in the Education Directorates (preparation for the planning, provision requirements for implementation of the Strategic Plan) a high degree of
application, but the other drawbacks (monitoring and evaluation and determine the strategic directions, the implementation of the Strategic Plan, Foundation for Environmental Analysis) came medium application.

The study also showed that there are significant differences between the
mean statistical calculations in favor of males than females and there are
no statistically significant differences between the mean calculation due
to the academic qualification and experience, and the province.
In the light of the results, the researcher recommended:
following visualize proposal to develop the performance of employees in
the departments of special education in the Education Directorates in the
light of strategic planning.
