This study confirmed that values are the major pillars of citizenship con cept, citizenship values are religious, moral political and social, and these
values build good citizen and keep the identity of the society, thus citizenship
rights are main factors of human rights in Sharia Islamic laws, human rights
international and regional conventions.
Citizenship rights and obligations should be provided by constitution and
include civil, political, economical and social rights. The most prominent
values of it, equality, justice, freedom of speech and participation in public
affairs. Duties of citizenship include belongingness, loyalty and obedience
of law .Although citizenship rights are constitutional rights, at the same time
they are obligations of the government that should determine in the constitution, and show commitment of execution on real life
