This study investigated the factors affecting the use of electronic services provided by Information Technology Authority by PhD candidates at Sultan Qaboos University by applying the Technology Acceptance Model (TAM). It measured the impact of factors such as individual differences, infrastructure, quality of electronic services and marketing and awareness campaigns on individuals' attitudes towards using electronic services. The data collected through a quantitative method. It consisted of a structured survey questionnaire sent to all PhD candidates (n=134) based at the university during the 2014-2015 academic year. (96) questionnaires were returned. The Statistical Package for Social Sciences (SPSS) was used to facilitate the process of analyzing the data. Findings showed that such factors as technical skills, level of English language, infrastructure, simplification and ease of using the electronic services and marketing and awareness campaigns have an impact on respondents' orientation towards the use of electronic services, while factors such as self-efficiency, awareness of the importance of E services, and access to E-services have no significant. The study sets a number of recommendations which include. encouraging the concerned authorities, whether Information Technology Authority or commercial companies providing data network services, to provide high speed and quality Internet services at affordable prices and to take care of the marketing aspect by raising awareness about electronic services.
