As a phenomena related to human beings, terrorism is a result of factors of pressure that might emerge due to circumstances that force man to direct his behavior towards obliquity. Terrorism could also be a result of forcible circumstances that urge some people to stand against their governments to achieve certain objectives. The researcher selected Terrorism as a subject of his study due to the fact that Terrorism is the dilemma of our era and becomes the conduct of many of the murderers and the devastators. The researcher in this study followed the system of description and analysis with the comparing the results with the different legislations which aim to handle the phenomena of terrorism. The study explored the definition of terrorism, history of the phenomena, and it's legislators looked at. The study also handled the reasons and motivations and types of terrorism. The study is concluded by how to confront the terrorism whether from law and security points of view and the role of the civil society organizations in the fight against terrorism and how to limit the losses. The study came to conclude that terrorism is neither related to a religion nor to a nationality. It becomes an international phenomena affecting all specific nation, it is a collective fight that we all should stand together to eradicate this devil phenomena. It is not the responsibility of only the official government agents,,, all the civil society, religion men, thinkers, education institutes all must take part in this fight. In the final stage, the study provided some recommendations that could participate and help in the process of prevention of the phenomena of terrorism and curb the reasons and the motivations that leads to terrorism activities
