The aim of this study was to identify the reality of implementation TQM in the Directorate General of Financial Affairs in the Ministry of Education in the Sultanate of Oman, a questionnaire was prepared consisting of (37) paragraphs divided into five axes: strategic planning, leadership, methodology of operations, education and training, continuous development and improvement, and after verifying its validity and consistency, applied to the study sample, (184) individuals, and the responses were collected from (108) members of the sample. The most prominent findings of the study were:
1. The estimates of the sample members of the study on the reality of
the application of TQM in the Directorate General for Financial
Affairs to a medium degree.
2. According to the sample, there are differences of statistical
significance in the reality of application due to the variable job title for the benefit of officials in the following axes: strategic planning, leadership, operation methodology, education and training, and the tool as a whole, and the existence of differences of statistical significance according to the estimates of the sample of the reality of application attributed to the variable Gender in axes (strategic planning, leadership, operations methodology) and the tool as a whole for males, and the existence of differences of statistical significance according to the estimates of the sample of the reality of application due to the variable years of service in the axis of improvement and continuous development for the benefit of (10 years and less) There are no statistically significant differences according to the sample estimates of the reality of the application of scientific qualification due to the variable.
In the light of the results and the findings of the study, a number of proposed actions and recommendations were developed, such as to Provide training and qualification for employees in the Directorate, to use a modern techniques to improve the work, to coordinate between departments and sections and clarify the division of work in details between them, and to work on instilling a culture of total quality management.
