This study aimed to identify administrative empowerment and its relation to the development of leadership skills among the employees of the Directorate General of Education in the Governorate of Dakhilyah in the Sultanate of Oman. In order to achieve the objectives of the study, the descriptive approach was used. A questionnaire was prepared to identify the degree of administrative empowerment of the sample of the study. The questionnaire consisted of (30 items) divided into five main areas, and after verifying their validity and reliability, they were applied to the sample which was (371) employees. To answer the study questions, the mean and standard deviations were extracted, in addition to the use of the T test, the single-variance analysis test, and the Pearson correlation coefficient.
The most important results of the study were that the degree of administrative empowerment of the employees of the General Directorate of Education in the Governorate of Dakhilyah in the Sultanate of Oman for the study instrument axes was medium, with an average of (2.85). Also, the degree of possession of the study sample for leadership skills was significant, with the mean of (3.67).
The study showed that there were no statistically significant differences at the level of significance ) 0.05≥α) for the degree of administrative empowerment of the sample of the study due to the variables of gender and qualification and the years, while there were statistically significant differences for the variable number of training programs for the sample who attended training programs more than (6) programs.
The study also revealed that there were no statistically significant differences at the level of ) 0.05≥α) for the degree of possession of the study sample for leadership skills due to gender variables, scientific qualification, years of experience and number of training programs. The results of the study revealed a positive correlation relationship and a statistically significant relation among all administrative empowerment and leadership skills, where the strength of the correlation between weak and medium ranged.
The study recommended that the administrative leaders working in the Directorate General of Education in the Governorate of the Dakhilyah in Oman to overcome all the obstacles that limit the process of career empowerment of the staff of the Directorate, especially those related to the expression of their views and participation in decision-making and diversification of communication tools and address the challenges facing the administration.
