This study mainly aims to recognize the role of voluntary work leaderships in developing citizen's participation, its obstacles, and come out with a suggested vision to activate the role of social voluntary leaderships.
The current study belongs to the descriptive studies type as it attempted to give analytical description of voluntary work leadership efforts in activating citizen's voluntary participation in order to develop the local society.
In this study, the researcher used a descriptive method which depends on social survey using the sample method and it is based on two methods to collect data. The main method is used to collect voluntary leadership data and the second one was used for government work that is associated to volunteer works. The researcher depended on quantitative and qualitative analytical systems to analyze data and to get the results.
The current study has been applied on a random sample of voluntary work leaderships in Dhofar and a sample from official work leaderships which is related to volunteer work in the Sultanate of Oman. The study included a theoretical frame of the methods, systems of national participation and supporting the local leadership.
By that means, the study revealed results and recommendations that might lead to the cooperation of citizens and volunteer leadership efforts to achieve more satisfied projects to the local societies needs.
Results can be defined that Volunteering in national associations doesn't fall under the required level, most voluntary leaderships are done by government employees and leadership required training.
