The purpose of the study was to develop a scale that measures Values of the students in post Basic Education schools in Muscat. The sample consisted of 440 students (204 males and 236 females); randomly selected from a population of students in Muscat governorate, who were enrolled for the school year 2014/2015. The scale consisted of 31 behavioral situations representing six dimensions of values which are; Knowledge values, Religious values, Social values, Economic values, Political values and Aesthetic values. The descriptive research approach was used since it is appropriate for the current study. The psychometric properties of the scale were examined. The validity of the scale was verified using three methods: Face validity, Construct validity (confirmatory factor analysis, & item construct validity) and Concurrent Validity. The results indicated acceptable validity. The reliability of the scale was verified using test-retest reliability. The test-retest reliability coefficient was found 0.86. The MANOVA results revealed that there were no statistically significant differences between males and females in the six dimensions. Accordingly, norms for the sample of the study in the six dimensions were derived using percentile ranks. A set of recommendations and suggestions is listed.
