The objective of the study was to construct a test of Systemic Thinking for the administrative employees at the Ministry of Education in the Sultanate of Oman. The sample of the study consisted of 300 administrative staff, (72 females and 228 males) from different governorates at the Ministry of Education. The test was constructed based on a review of theories of thinking in general and systemic thinking in particular. The final version of the test consisted of 30 questions (22 multiple choice questions and 8 True/ False questions), distributed into four dimensions. Statistical analysis was developed including the grading of the test items according to the difficulty and discrimination coefficients by calculating reliability and validity estimates. Results have shown that the test indicated good psychometric properties. Based on exploratory factor analysis, the test yielded four factors: Knowledge Abilities, Future Vision, Interchangeable Relations and Tackling Problems. The test has shown a good concurrent validity as displayed by a positive correlation with the Thinking Style Inventory (TSI) by Sternberg and Wagner. The test reliability was good, as the Cronbach's alpha is 0,69–0,85. Analysis of the effect of some of the demographic variables including qualification, gender, and job position was carried out using t.test statistics. The data analysis showed that job position was not significant however; qualification was significant in favour of those who hold a higher qualification and gender who hold an Interchangeable Relations factor. The study results indicated that the level of Systemic Thinking among staff at the Ministry of Education was medium.
