The present study aimed to investigate the development of administrational practices in the College of Education at Sultan Qaboos University against a four-stage model. It also aimed to identify to what extent are the requirements of strategic management available at the College of Education from the point of the academic staff's view, and to suggest a proposal framework for the strategic management procedures in the college. In order to achieve the aims of the study, seven of the academic staff that has participated in the college's plan was interviewed. In addition, a 50 items questionnaire was developed representing the most important requirements of the three fundamental processes of the strategic management: formulating the strategy, implementing the strategy and evaluating the strategy. The questionnaire was distributed amongst all the academic staff at the college (103) and out of all (83) questionnaire where analyzed. The data were statistically treated using means and standard deviations.
The findings of the study are:
1) Activities at all four stages of strategic management development were found in the college, but stage two "long term planning" is more representative. According to this, we can consider the college to be at the end of the "long term planning" stage and in
the beginning of the "strategic planning" stage. 2) The estimations for the availability of the strategic management processes requirements in the college were moderate. Most of the items had moderate estimations also except the ones related to the communication channels and the organizational culture of the college, which were high. The items related to the external environment survey, rewards system, benchmarking the performance of the college and the mechanisms of assessing the satisfaction of the college staff and beneficiaries had low estimations, A framework for strategic management was proposed on the light of the study results. This framework is formed of four stages: 1) planning for planning, 2) formulating a strategy, 3) implementing the strategy and 4) evaluating of the strategy.
