The Survey aimed at identifying the issues related to career performance improvement faced by the teachers of basic education schools at Ad Dakhiliyah Governorate, Oman. The researcher used the descriptive approach as it suits the nature of this Survey and its objectives. The questionnaire was also used as a tool for collecting data and information. It was applied to a sample consisting of (505) teachers of basic education schools in Oman
The study came out with a number of findings, the most important of which are:
> Existence of several issues related to improving the performance of teachers of basic
education schools at Ad'Dakhiliyah Governorate, Oman.
> Reliance on previous reports in the assessment of teachers by officials without observing the actual performance or efforts put by the teachers. > Lack of neutrality by those responsible for the improvement process and the predominance of personal interests.
> Lack of sufficiency and competencies of those responsible for the improvement process. > Lack of objectivity in the process of improving the teachers in the school by those responsible for the improvement process. >> Lack of clear criteria and standards on which the improvement process is based on efficiency reports. > Ambiguity of some items of improvement elements in the Performance Improvement Form.
> Lack of professional development for those responsible for the improvement process in the field of improving the performance of teachers.
The Survey's findings also indicate that there are no statistically significant differences at the level of (20.05) in the survey sample in respect of the issues related to performance improvement of the basic education schools' teachers at Ad'Dakhiliyah Governorate in Oman by the gender variable in all fields except the field of work systems and procedures. In addition, there are statistically significant differences at the level of (20.05) in the field of work systems and procedures. Besides, there are no statistically significant differences at the level of (0.05) in the survey sample with regard to the issues of performance improvement of basic education schools' teachers at Ad Dakhiliyah Governorate in Oman which are attributed to the academic qualifications in all fields and the tool as a whole.
The Survey also indicates that there are statistically significant differences at the level of (00.05) in the survey sample pertaining to the issues of performance improvement faced by the basic education schools' teachers at Ad'Dakhiliyah Governorate in Oman, which are attributed to the years of experience in all fields and the tool as a whole. The Survey presented a number of recommendations, the most important of which are:
> The need to pay more attention to objectivity, justice, equality and refraining from
courtesies by those responsible for improvement when preparing the annual efficiency reports.
> The ongoing accountability of those responsible for the improvement process by competent personnel in the directorates general of education and the Ministry of Education as well.
> The need to have different methods and means of improvement such as meetings, bulletins, observations, self-improvement and peer improvement by those responsible for the improvement process.
> Review and amend the terms of the Annual Efficiency Report Form so as to serve the educational learning process and be fair to the teachers by the MOD's competent personnel
> Development of clear criteria and standards on which the teacher's performance
improvement process on the Performance Improvement Form will be based.
