English abstract
The core objective of the study is to provide a suggested frame work proposal for implementing results and recommendations of educational researches (Master's Thesis) on improving administration Superintendency in Sultanate of Oman.
To achieve the study aims a descriptive approach was adopted to analyze the relevant literature review results from local and international researches and questionnaire included (70) items. Furthermore, the instrument was given to (15) members of panel of jury to check validity of the questionnaire. The questionnaire was distributed twice for (35) experts and their opinions were analyzed using Delphi's
method.
The questionnaire was designed in (4) main sections. First section contains (3) domains of selecting, preparing and training criteria's. Second section refers to role and responsibilities of administration superintends. Third section refers to the supervision modules practiced by superintends. Fourth section includes the role of Superintendency in implementing the schools performance development system.
The results of the first section revealed an agreement percentage between experts of 71%-97% in both rounds around the selection criteria domain, 74%-100% for the preparation criteria domain and 80%-100% for the training criteria domain of the superintends. For the second section the experts' agreement percentage was 74%-100% in the administration planning and organization domain, 80%-100% in the supervision domain, 94%-100% for professional and developmental domain and 80%-100% for the evaluation domain. In the third section the agreement between experts was 80%-100% for the supervision modules practiced by superintends. In the forth section the agreement between them was 71%-100% around the role of Superintendency in implementing the schools performance development system.
The proposed framework included superintends preselection criteria and post selection training and developing their performance. Also it included some of the solutions and ways to go around the difficulties
