English abstract
The International Sales Contract Concluded Via Internet poses an important question about the accuracy of the opinion which states that the internet is an area without limits of law. Because it is an international net, anyone can use it without discrimination and without subject to many legal systems and rules. However, this will lead to failure and shortfall of basic regulations in Civil Law and Electronic Transactions Law to handle some of the problems that may accrue from this method of contracting, especially if it has been done at the international levels
The problems that rise from making the International Sales Contract Concluded Via Internet are numerous and variable: they may relate to the technical issues concerning to the computer and internet programs; or, they may also relate to the lawful of this form of contract, especially regarding acceptance through the internet; or, it may be connected to the loyalty of commitment to the contract like receiving the contract; or, issues relating the electronic payment and law; and legal issues relating to proof.
The researcher believes the importance of this form of contract now, and that the most important legal issues concerning the establishment and carrying out of the contract (electronic payment) can be handled successfully if there is electronic signature, documents and the adjustment of the basic Civil Law with the Electronics Transactions Law.
