The Sultanate of Oman has been consistently able to maintain its security stability and stay away from the claws of terrorism, increasing the efficiency of its national counter terrorism strategy, at a time when terrorism surrounds the state. The reasons behind Oman's ability to stay terrorism-free through its collection of authorities and forces are worth uncovering, particularly in light of the ever-increasing number of terrorist attacks and incidents in the Arabian Gulf region and the appearance of terrorist groups in nearby states. The efficient utilization of existing knowledge to clearly understand the Omani approach and strategy is crucial. Therefore, this research aims to explore the approach that the Omani national counter terrorism strategy adopts in order to manage its counter terrorism policies and forces and achieve a high level of security stability; this will be achieved through exploring how the Sultanate of Oman defines terrorism, examining the elements of the Omani national counter terrorism strategy and understanding the different phases of the Omani counter terrorism strategy. The research concludes that the Sultanate of Oman adopts a defensive approach in orchestrating its national counter terrorism strategy to face terrorism and ensure the state's security stability. This is investigated through exploratory descriptive research which employs interviews and policy analysis as tools of enquiry, utilizing mixed methods that best meet the research needs. The data collected for this research were extracted from interviews conducted in a semi-structured style and from policy analyses achieved through observing procedures, reviewing related legislation and a detailed review of all related previous policies. This research gives transparency and understanding of the state's national counter terrorism strategy and the theoretical approach that it adopts, which could be applied by other states. It also reveals new sources that could be utilized in other security studies and provides a chance for policy makers to review, replace or amend related policies in the state.
