English abstract
This study aims to forge a training programme to develop the skills of delegations of powers and authorities. The target is the head teachers of basic schools in the Sultanate of Oman. The study tries to answer the following questions:
1. What are the ideological bases for delegation of authorities as
relayed in the educational literature?
2. What is the literature review relative to the delegation of
authorities in the educational literature?
3. What is the reality of basic school principals in the Sultanate of
Oman?
4. What is the proposed training package for training on delegation of
authorities?
To achieve these aims, the researcher analyzed the literature review and previous studies in relation to the delegation and training subjects. Moreover, she analyzed royal decrees and ministerial decisions related to the reality of delegation and training in Oman in general, and the organizational tariffs in specific to view the reality of training and delegation in the Sultanate of Oman during the period between (2005- 2009). In addition, the researcher interviewed several principals, who had been a target of the training programmes in Muscat and Al- Dakhiliya regions. Also, she interviewed officials in charge of preparation and implementation of training programmes to check the availability training programmes for school principals in authority delegation.
The study community is consisted of all basic school head teachers in Oman .The researcher applied the descriptive method and used Delphi Technique to construct the proposed training programme. The programme is projected in its principal format as a questionnaire in which the entire modules of the programme were subjected to evaluation by several experts (20) who provided their relevant assessment of each module of the programme Implementing Delphi Technique went through the following steps:
1- Choosing experts (42), they should fulfill these conditions according to
the researcher:
Specialist in human resources management in general, and educational management in specific with the PhD Certificate and those working in the educational field.
Responsible of preparation and implementation of training programmes in the general directorates of education in Muscat and Al-Dakhiliya regions.
School principals with an experience not less than 10 years in the educational era and who play a role in the implementation of training programmes in Muscat, Al-Dakhiliya Region and Al- Batina South.
2- Implementation of the first round: It aimed to reach futuristic initial finding for the proposed training programme in the authority delegation skill of the basic school head teachers in Oman.
3- implementation of the second round: questioning the experts again of their expressed opinions in the first round and the initial finding of the proposed training programme where many experts indicated to several notes in deleting, combining, rephrasing and reorganizing the drafts.
4- Implementation of the third round: This round was held according to the results of the first two rounds and after the agreement on the suggested future substitutes for the proposed training programme. The stage of experts evaluation of the proposed programme's questionnaire was reached.
For the analysis of the finding, the researcher used frequency table to estimate the percentage of each statement and produce the training programme in its final shape. It included 11 focal points that represented.
the the elements of the proposed training programme (the aims programme content - its styles, materials, and tools - the department in charge of implementation of the programme the training place and time - its period - choosing the trainers - styles and stages of evaluating the training programme styles of observing the effects of training – motivations and materialistic and human needs of the training privileges). The proposed framing was done according to these focal points:
First: starting the proposed framing
Second: ingredients of the proposed framing
Third: obstacles against implementation of the proposed framing and ways to overcome them.
The researcher has advised the General Directorate of Human Resources affiliated with the Ministry of Education to the proposed training programme. However, she stressed the importance including the training module the delegation of authority into the proposed training programmes. She also recommended the selection and preparation of competent and qualified teachers to take over and provide the necessary facilities through giving more authorities to head teachers under the autonomous management project.
