English abstract
study aimed to assess the extent of the application of some of the principles of TQM in educational management in basic education schools, also aimed to identify the extent to which knowledge of the principles of the educational institution of TQM in educational management, and knowledge of the criteria and parameters which are determined by the quality of operations and output in the learning process after application of the principles of Total Quality Management in the institution of basic education schools in the Sultanate of Oman since 98/1999 in order to develop the performance of the educational institution, to improve the educational and administrative process, contribute to solving problems, and to avoid the deficiencies in the functions of the school that resulted in the many negatives. Hence, the study identified the problem as follows: * Limited support of senior management (legislative) of the executive departments in the application of the principles of Total Quality Management.
* The lack of educational workshops on how to develop the administrative and human resource development in accordance with the principles of Total Quality Management.
* The trend towards the application of modern techniques and the employment of electronic communication which is not commensurate with the technological boom in the area of administrative work.
* Back to involve the recipient in the strategic planning of educational access to the wishes and aspirations the future and meeting the labor market in accordance with the requirements of sustainable development community.
To achieve the objectives of this study, the researcher analyzed
the theoretical literature on the overall Quality in general, and on
management education in particular, The researcher also a questionnaire prepared in order to identify and determine the application of some of the principles of TQM in educational
management in basic education schools (5 - 10 ) internal region
The community study (42) headmaster and headmistress, The
collected data were statisticaly treated was using frequencies and
arithmetic averages and standard deviations, and the selection and
level (v), and analyze the variation of unilateral One - Way) ANOVA)
is the most important results findings of the field study They are as
follows:
1 - The members of the community study estimates the six axes of the
extent of the application of some of the principles of TQM in
educational administration in the schools of basic education in a high
degree.
2 There are no statistical differences in function between the
average estimates of the study of community and school
administrators on all axes Mdirattha study attributable to the study
variables (gender, experience in the field of administrative
qualifications, qualified administrative)
3- the study found that the priorities of the requirements of the principles of Total Quality Management in the schools of basic
education (5-10) was high, although it was shown by the evidence of the extent of awareness of the importance of the subjects of change and development and modernization of administrative departments
in the executive, administrative methods to keep up with the World
and access to good results in the output of education.
The study made several recommendations, including:
* The need to forward the full principles of TQM in educational
management for school administrators through the continuity of the
the educational workshops and meetings and exchange of concerns and experiences.
* The importance of the support from senior management
(departmental legislative) to the executive departments in the
application of the principles of Total Quality Management through
the provision of material and human potential, and to give wide
powers and responsibilities and to determine their respective terms
of reference and function.
* The importance establishing a committee in each school arising
from the parents and teachers, to publish and explain the culture of
the overall quality to the internal beneficiary (students and teachers
and staff) and to the external beneficiary (parents and various
community segments), in order to achieve sustainable development in
society.
* The need for the development of human resources and the
commitment to training, rehabilitation and development of executive
departments and activation of professional development, and to
encourage innovation, creativity and self-development and personal
talent managers schools.
