English abstract
The study aims at finding out a proposed frame of work to qualify school principals in the Sultanate of Oman in the light of other countries' experiences and from experts' points of view in relevance to the aims of the suggested programs in order to approve principles and criteria for selection and qualifying. The study attempts to answer the following questions:
1-What experience do some countries have to qualify principals? Y-What is the current situation of qualifying principals in Oman? r-To what extent do experts accept the proposal for qualifying school principals in the Sultanate of Oman in the light of other countries' experience?
To answer the above questions, relevant literature of selecting and qualifying principals was analyzed. A questionnaire consisted of (ITA) items was designed and distributed among (1) dimensions with respect to the criteria of selecting and qualifying principals. Furthermore, the instrument was given to (1) members of panel of jury to check the validity of the questionnaire.
The researcher used Delphi's method to come out with the proposed strategy. The samples of the study were experts of administration in many academic institutions in the ministry of education and in the educational field. The tool of study was distributed two tires for the same group of experts. During the first round the questionnaire included the scale of (Agree, Disagree). After analyzing the outcomes of the first round, the elements that showed less than (0%) of responses were omitted. Then, a questionnaire for the second round was designed. It consisted of (I agree, I almost agree, I don't agree).
Furthermore, the responses with less than(50%) were also omitted and the overall proposal was finally designed.
Meanwhile, the researcher used the comparative method to compare between the ways of selecting qualifying and training headmasters in the Sultanate and in other countries.
The researcher checked the reliability of the tool using the Inter- Rater Reliability during the round.
That method was used in this study in order to check reliability by measuring the degree of agreement between experts for every section in the instrument. The reliability value indicated (0,80). It was almost a high degree and reasonable for the current study.
The study recommended a framework approved by experts for selecting and qualifying principals. Based on the outcomes revealed from this study, many recommendations were suggested to establish criteria and principles for selecting and qualifying principals. It emphasizes the importance of considering specific criteria for interviewees as well as considering their needs of training prior to preparation of candidates .The linking between the theoretical aspects and implementation was also recommended. Moreover, the study revealed the importance of conjoining the aims of training and varying the administration programs. It is suggested that Qualifying is prior to occupying the vacancies.
