English abstract
Public diplomacy is winning hearts and minds in other countries which is pointed out and used in
old literature as a normal practice in the 15th century to transfer civilization between nations
through foreign audiences. However, the term public diplomacy was only coined in the mid-1960s
and was usually used before war or crisis management. Historically context was connected to the
secret diplomacy between states and the diplomatic public had greater control that was initially
framed by American president Woodrow Wilson in a period of post-World War I. However,
American public diplomacy started in the Arab Gulf in the late 1700s that Americans had
commercial relations like trade and exchanges with the Sultanate of Oman. Only a few Americans
had private contact with Arab in general efforts such as private missionaries and business, not
American government envoys. However, the research is going to explore that American public
diplomacy, as hypothesis, has been dramatically accelerating in the specific GCC countries and
affecting local people in the new millennium. It is qualitative research type of information
collection, which is main objective to describe, not predict. On other hand, it comes with
hypothesis, so being tested during the survey. As a result, the survey was designed to realize of
across the GCC's capitals cities as blind was investigating when had started initial expectations in
landscape. That is helpful to decide later the hypothesis is correct or incorrect. Therefore, the
survey is conducted among a small number of publics as representative sample which comes in
detail for the individual GCC countries. The successful public diplomacy of the US could tell from
the survey as baseline that was conducted in this research because the GCC countries are important
for the US because of the political Middle East peace plan, free trade agreement and economic
energy aspects. The statements contained in the survey are used to focus on understanding US
society and values through the window of movies, series, books, conferences, magazines, articles,
news channels, and music which are owned by American private sectors, but some is controlled
and judged by the US government. However, the main objective is to research and analyze in detail
the American public diplomacy in both governmental and non-governmental agencies, as well as
in think-tanks and universities. The public diplomacy for government tools are the USIA under
the State Department, the CIA, Additionally, the effectiveness of US public diplomacy on local
people in the six Gulf states is measured its effectiveness. Furthermore, the survey results are
analyzed in the present, while looking to the 10 and 20 years near future, in terms of highlighting
American public diplomacy and alternative policies for the GCC countries. In future, the American
public diplomacy is going to stay in this region forever with fluctuate intense, in digital age will
accelerate gradually. Therefore, the GCC states should cooperate with US in future to build
symmetric relations instead of American asymmetric hegemony. The national projects should be
strengthened by the GCC states such as national drama, series, movies, song, education, and Arabic
language. Additionally, the GCC countries should cooperate in economic and politic equal to
hegemonic state. However, the public diplomacy targets mass and elite audiences including media
in the other country to present positive image.
