Change or reform, revolution or the process of modernization are only names for the endeavors of the Arab peoples and those who represent them to give meaning to the collective or elite effort and define its compass and deny it the absurd or absurd nature of any goal. Effort and the degree of civilized progress in its social, economic and intellectual levels, defining the direction and possessing the elements of orientation in the world and existence, from which self-confidence stems and optimism grows, and then positive tendencies arise that do not exist without a sense of satisfaction and effectiveness, whether individual or social - and through effectiveness, the Arab world can be removed from It is the rubble of centuries of material and intellectual backwardness that the Arab peoples found in themselves, especially in the eighteenth and nineteenth centuries, which preceded the collapse of the Ottoman Empire and the manifestations of colonialism and the usurpation of popular wealth and will concentrated in them - in addition to the miserable social conditions. Therefore, in the circumstances of the loss of identity, political disintegration, military colonial presence and the political, economic and tragic paralysis that led to it in general, the modernizing Arab state will emerge and confirm its existence as an example of the ability to develop the living conditions of the members of Arab society as well as the ability for effective historical intervention and as a dangerous procedural and executive tool on the one hand and social subjectivity on the one hand. On the other hand, it is the basic and absolute embodiment of the hope of civilizational progress raised by its concept and takes upon itself the tasks of achieving it, and its success or failure, progress or collapse will be closely related to achieving the improvement of the living and social conditions of the Arab person.
