English abstract
Scientific research is considered one of the noblest and most difficult activities practiced by the human mind, as it is a kind of jihad for creating life, advancing it, and developing it. Therefore, this organized effort cannot take place in a vacuum, without benefit for science and research without freedom and financial support. And building facilities, laboratories and tools, in addition to qualifying the cadres that contribute to the success of all of the aforementioned, and that is in the event of providing material and moral incentives that make scientific research and intellectual production a work that deserves suffering and continuous effort, because with research and intellectual production, we are either to be or not to be. Accordingly, scientific research is no longer an academic luxury practiced by a group of researchers languishing in ivory towers, as (Bakr) stressed: the importance of scientific research and the effective role it plays in developing contemporary human societies regardless of their positions in the ladder of civilizational progress, and no two differ in its importance to open fields Creativity and distinction among the individuals and peoples of those societies, and providing them with the possibility of possessing the causes of development on sound and anecdotal foundations (Al-Maqbool, 2005, p. 75) If we want to talk about scientific research in Palestine in particular, and the Arab world in general, compared to scientific research in the countries of the Western world, we will find The big difference, which explains the size of the problems that the scientific research sector suffers from in the Arab world, and despite that, it is necessary to refer to the budgets of scientific research.
