English abstract
The banking movement witnessed a great development to cope with the industrial revolution and informatics in its strength and its impact on various fields. One of the most important signs of this development was to allow bank customers to purchase and sell through the international information network using electronic payment methods offered by these banks, to be one of the most important modern electronic payment systems and the most modern and complex forms of money.
Electronic money is the monetary value of a currency issued by the public or private sector in electronic form and stored in an electronic device. It is one of the most important forms of digital financial instruments that can perform all or some of the functions of cash.
It is different from the commercial papers and securities. The essence of this difference is the issuance of this currency by law and printing it in a certain form issued by the Central Bank, which makes it binding to the individual to accept it, in which no one can refuse to deal.
no one can refuse to deal. The Arab legislations developed a detailed regulation of the modern means of electronic payment - in general - and imminent - in particular - as an electronic payment tool. The most prominent laws in this regard are the Omani Electronic Transactions Law promulgated by Decree No. 69 of 2008 and amended by Decree No. 98 of 2010.
