The Egyptian society is currently going through a very important development phase that requires attention to all its wealth and resources and their development in a way that ensures keeping pace with advanced societies, and since the human element is one of the most important elements necessary to achieve development, which is the element of productive activity, so society must pay increased attention to the development of human resources on the basis of Equality of "women and men" without discrimination, and that this concern includes the preparation of specialized scientific cadres in all fields. Social capital has become one of the criteria by which the strength of society should be measured, and it is not only an indication of the strength or weakness of society, but rather an indication of political and social progress and backwardness. A personal or social credit that ultimately constitutes a human credit that contributes to achieving the goals of development in the Suruji community, and the international experiences and experiences of many countries such as the United States of America, Canada, Taiwan and New Zealand in the areas of social capital confirm that there is no success for development experiences in the absence of social capital, and as a result, it is considered Social capital is the real wealth that can be employed and invested through planning for the development of human resources in achieving the development goals of society.
