English abstract
This study entitled: “The Role of Electronic Management in the Quality of Performance, Case Study: The Ministry of Social Development in the Sultanate of Oman”, aimed at identifying the reality of electronic management and its role in improving the quality of job performance from the viewpoint of the workers in the Ministry of Social Development in the Sultanate of Oman, and to uncover the most important obstacles And the problems that may limit the effectiveness of the ministry's digital transformation project.
It came to answer her main question: "What is the effect of electronic management on the quality of performance in the Ministry of Social Development in the Sultanate of Oman?" Its importance is reflected in its measurement of the impact of the application of electronic management on the quality of the job performance of the Ministry’s employees, and the development opportunities that result from this application that would contribute to the organizational development of the Ministry and the development of the human resources affiliated with it.
To come up with the objectives of the study, the researche conducted an interview with a ministry official, prepared a questionnaire, and then distributed it to the study sample consisting of (300) employees who were randomly selected, to form (25.8%) of the study’s community of 1161 employees. This is to study some of the study variables, inventory and compile the necessary information in the subject of the research, and then unpack it, analyze it, test hypotheses using the Statistical Package for Social Sciences (SPSS), and use the appropriate statistical tests; In order to reach valuable indications and indicators that support the subject of the study.
The results showed that the Ministry seeks to inform its employees and make them aware of the importance of using electronic applications due to their relationship in developing work and its contribution to improving the quality of performance. However, it suffers from weakness in the infrastructure necessary for the application of electronic management and the orientation to digital transformation, such as: weakness in periodic maintenance, and outdated devices Technology, in addition to the limitations of the systems in place at the present time with the requirements of applications, such as: the central management system, conflicts of regulations and laws such as the organizational structure in line with the trends to activate the digital transformation. In addition to the lack of job cadres specialized in information technology, as well as the lack of incentives for distinguished employees in modern technologies, and the limited quality training programs in the field of information technology and electronic management among its employees.
The study reached several recommendations, the most prominent of which are the following:
1. Providing the necessary funds and financial resources to implement electronic management.
2. Enhancing the communication infrastructure and applying electronic programs, and its continuous renewal and development, such as: carrying out periodic maintenance of devices and communication networks and updating them periodically, and other requirements.
3. Increase awareness and education of the importance of using electronic applications by citizens dealing with the ministry, as well as the ministry’s employees.
4. Developing the necessary plans to qualify, train and motivate the Ministry’s employees in the field of information technology and modern electronic management systems, and to increase the functional cadres specialized in information technology.
5. Reducing the challenges facing the transition to the governmental digital transformation in the Ministry by adapting the requirements of the e-government in line with the requirements of change, such as: laying down the necessary legal legislations for the application of e-management, considering the regulations and laws that encourage their use, reorganizing the organizational structure in line with the activation The ministry's digital transformation and serving it, and finally, laying out plans that are flexible enough to accommodate any changes required by the use of electronic management.
