English abstract
This study aimed to know the role of strategic leadership in raising skills within government institutions, a case study of Dhofar Governorate in the Sultanate of Oman. A questionnaire was designed and distributed to a sample of the research community. The statistical (SPSS) in order to analyze the questionnaire data, and the research sample consisted of (103) single workers (in Dhofar Governorate), where the research used the random sample method to obtain the research sample, and the research results showed that there is a statistically significant correlation at the level of significance (0.05). Among the averages of the respondents' responses about the level of strategic leadership in its dimensions (administrative, transformational, and ethical) among the leaders in Dhofar Governorate in raising the skills of workers in government institutions with a correlation coefficient of 0.733. Strategic leadership has a role in raising technical skills through training in the field of the job related to the skill.
The study recommended many recommendations, the most important of which are: the need to prepare strategic leadership development programs based on a more comprehensive concept of developing the skills of the administrative leader as an individual, to extend to organizational performance, challenges and strategies facing the institution at the present time and in the future, the strategy for developing administrative leadership must be built on the values and ethics rooted in culture Sultanate's national.
