English abstract
This study came to find out the impact of administrative empowerment on institutional performance, which was taken from the General Secretariat of the Council of Ministers in the Sultanate of Oman as a community for study. The study took administrative empowerment as a stable variable and institutional performance as a dependent variable. Where the extent of applying the dimensions of administrative empowerment in the General Secretariat of the Council of Ministers in the Sultanate of Oman and its impact on performance was identified, and the descriptive analytical approach was applied in this study.
The primary information and data for this study were collected from previous studies and references (Arabic and foreign), as well as secondary information and data were collected by distributing a questionnaire to the members of the study community prepared to cover all dimensions of administrative empowerment and its impact on institutional performance. It was distributed to the respondents, their number (225), and all questionnaires were retrieved. These questionnaires were analyzed using statistical methods (depending on the SPSS statistical program).
The results of the study showed that there is a statistically significant effect of administrative empowerment in its dimensions (delegation of powers, motivation, training, participation in decision-making, and decision-making, effective communication) on the institutional performance of workers in the General Secretariat of the Council of Ministers in the Sultanate of Oman, where the value of the multiple correlation coefficient was (R2 = 0.58). This indicates that 58% of the discrepancy in institutional performance is attributed to administrative empowerment in all its dimensions.
The study recommended several recommendations, the most important of which is working to show greater interest in employees and developing relations between managers and employees through intensifying meetings and meetings and giving employees the opportunity to express their opinions and suggestions.
