English abstract
This study, entitled: "Administrative and logistical difficulties facing government rehabilitation centers affiliated to the Ministry of Social Development in the Sultanate of Oman and ways to solve them", aimed to identify the administrative and logistical difficulties faced by government rehabilitation centers from the point of view of the concerned employees (occupants of supervisory administrative positions), administrators and technicians. In all governmental rehabilitation centers in the Sultanate of Oman, and finding possible solutions to solve them by answering the following questions:

1. What are the difficulties facing government rehabilitation centers in the Sultanate of Oman from the point of view of the concerned employees and workers?
2. Do these difficulties differ according to the variables: (gender, age group, educational level, place of work, years of experience, geographical area (governorates))?
3. What are the possible solutions and proposals to overcome the problems and difficulties revealed by the results of this study?
To come up with the objectives of the study, the analytical descriptive approach (survey) was used. The researcher prepared the questionnaire tool (closed and open), and its validity and reliability coefficients were confirmed, then distributed to all the study population (employees) in the (6) Social Development Directorates and (3) departments. , and the Governmental Rehabilitation Center and its (31) units, where their number reached (682) male and female employees, and a sample of (239) male and female employees responded from the study community, representing (35%) of the study community, as the sample consisted of administrators of social development directorates and their departments , administrators and technicians in government rehabilitation centers affiliated to the Ministry of Social Development during the current qualifying year 2022/2023; The study included the following variables: (gender), age group, educational level, place of work, years of experience, geographic region (governorates)), limiting and collecting the necessary information in the subject of the research, and then dumping and analyzing it using the statistical package for social sciences (SPSS).
The results of the study showed the following:
- The arithmetic averages of the administrative and logistical difficulties came at a level of difficulty (medium) on all dimensions except for the dimension of “Regulations and Policies”, which came at a level of difficulty (simple), as the level of difficulty appeared in the dimensions, respectively, from the level of great difficulties to simple ones as follows: (the financial system, then The building and facilities, then devices and equipment, then maintenance, storage and security, then communications and correspondence, then transport and communications, then the technical system, then the administrative system, then business strategies, then personnel affairs).
- There are no statistically significant differences between the averages of the axis of administrative and logistical difficulties and all its dimensions due to the variable (sex).
- There are statistically significant differences between the averages of the administrative difficulties axis on the (technical system) dimension, due to the variable (age group) in favor of "above (50) years", and the variable (educational level) in favor of holders of educational qualifications "diploma or less (below the university level)" And for the variable (place of work) in favor of the "Directorates of Social Development", and for the variable (years of experience) in favor of "less than (5) years", and for the variable (geographical region (governorates)) in the “Regulations and Policies” dimension in the administrative difficulties axis in favor of “Al Dhahirah Governorate”, and in all dimensions of the logistics axis in favor of the governorates: “Muscat, and Dhofar”.
The study reached several recommendations, the most important of which are the following:
- Increasing financial allocations to support government rehabilitation centers, and increasing rewards for employees working in rehabilitation centers.
- Developing and expanding rehabilitation and therapeutic services in the halls and facilities of government rehabilitation centers. Providing all necessary financial, material and human resources in all rehabilitation centers to ensure the continuity of the rehabilitation process in a good manner.
- Increasing support for logistical activities in government rehabilitation centers related to transportation, communications, devices and equipment, and maintenance.
- Conducting more research and studies specific to other dimensions not studied in the current study.
