Creativity and innovation in police work, and in general the work of judicial officers, is of great importance and even a necessity imposed by the successive developments in the means of committing crimes by perpetrators, especially their use of the achievements of technological progress, as evidenced by the commission of electronic crimes. This has resulted in the inadequacy of traditional methods used to prevent crime or to detect it afterward; maintaining the prevailing measures to combat crime means that many criminals escape punishment, and their crimes achieve their goals. This ultimately affects the security and stability of society.
To reassure judicial officers that creativity and innovation in carrying out their tasks do not conflict with criminal legal controls, which removes the fear of liability, many laws have stipulated urging them to advance their work in a way that leads to creativity and innovation in implementation.
