English abstract
The current study aims to propose scenarios for enhancing the individual
performance measurement system (Ejada) within the Ministry of
Education in the Sultanate of Oman, aligning with Oman Vision 2040.
Employing a qualitative research approach, specifically prospective
studies (scenarios), the study relies on semi-structured individual
interviews conducted with Ministry of Education employees, including
general directors, department directors, and school principals, both from
the ministry's general office and educational directorates across various
governorates, as well as school principals from different regions of the
Sultanate of Oman.
The findings reveal that the (Ejada) system has produced several
beneficial outcomes, such as growth, enhancement, task organization,
and healthy competition. But there are still several areas that require
improvement, most notably regular work, justice, and transparency. It
also shows that administrative and technical difficulties are impeding the
accomplishment of the goals of the individual performance measurement
system (Ejada).
The findings present three proposed scenarios for enhancing the
individual performance measurement system (Ejada): first, the reference
scenario, reflecting the current reality; second, the reform scenario,
suggesting partial and gradual reform expectations; and finally, the
innovative scenario, envisioning qualitative change and significant
positive alterations contrary to the current state. Each scenario is
elucidated with underlying assumptions, anticipated repercussions, and
justifications for its implementation.
