English abstract
This study is aimed mainly at shedding light on the results of implementing the electronic public management (electronic government) system in replacement of normal administrative practices, and on the negative effects of such practices on the performance of the public bodies which are administratively subject to the governmental authority. Accordingly, this study is divided into Introductory section and three chapters as follows:
1. Introductory section: Includes three demands, the first of which looks into the concept of traditional administration and its defects, while the second one looks into concept of electronic
government, and its emergence and merits in the third demand. 2. Chapter One: Explains the principle of the development into electronic public management (electronic government) system, in three main sections as the following: • The reasons behind the development into electronic
public management (electronic management) system. They include general and specific reasons. Stages of the development into electronic public management (electronic government) system, consisting of four parts. The basic requirements for the implementation and success of the electronic public management (electronic government) system Chapter Two: Illustrates the effects of implementing electronic public management (electronic government) project on the legal system of the public bodies, its personnel, and the society as a whole. 4. Chapter Three: Discusses the Digital Oman Society as an experience in which the Sultanate of Oman applied the electronic public managemen (electronigovernment) project. It consists of two sections: • The National Strategy of Digital Oman Society and E Government, and its execution stages, in addition to introducing the information Technology Authority and its obligations, and introducing the Electronic Transaction Law which has recently been issued in line with the aimed development The Sultanate initiative to implement the electronic public management (electronic government) system through the experiences of service establishments of the public bodies such as Muscat Municipality, Oman Royal Police. As a conclusion, the important results and recommendations of this study are provided in order to achieve the research purpose and to benefit as much as possible from the scientific revolution
