English abstract
The study aims to drop an analyzing look at the beginnings of the Abbasid ministry history through : Following the word " wizara " (ministry in Arabic), following the history of the ministry beginning and its privileges, the most important ministry characters in the first Abbasid era, the relationship of the Abbasid Khalifa (the ruler) with minister and the privileges and power given to the Abbasid minister. The study is divided into an introduction and three parts. The introduction covers: the term " ministry " in the Holy Qur'an and the language, the development of the term ministry in the Islamic management and the relationship between the Umawiya writing and the Abbasid ministry. The first part covers ministry in the ruling era of the Khalifa Abi Al-AlAbbas, because the minister position was innovated straight after the victory of the Abbasi army against the Umawi. But the minister position in this early stage of the ministry history in the Abbasid era wasn't much different than the position of the writer in the Umawi era. The second part covers the ministers of the Khalifa Abi Ja'afar Al-Mansour. Even though the Khalifa Abi Ja'afar Al-Mansor have given them wide privileges, but these ministers were endangered to be taken from their position or killed if their privileges clashed with khalifa's. The third part discusses the ministers of the Khalifa Al-Mahdi where the peace and stability that prevailed in his era and assigning qualified ministers helped to widen the authority of the ministry and ministers.And in the conclusion the researcher showed the results she got about this historical era, the most important of which were: The study revealed that the word" wizara " (ministry in Arabic) derivation from Arabic vary. The study also cleared that the word " wizara " is mentioned in the Holy Qur'an in the meaning of consulting and sharing, the Umawi Khalifas had to use the help of those who carry knowledge and in experience in the management of the Islamic state especially from the writers how practiced the privileges of ministers even though the position wasn't known yet. And the umawi concept of the minister remained in the meaning of the assistant and sharer for the khalifa through the era of the Abbasid Khalifa Abi Al-Abbas and Abi Ja'afar Al-Mansour.. It also revealed that the first Abbasid official decree to assign a minister was in (17T Hijri/YY) by the third Abbasid Khalifa Al-Mahdi for his minister Ya'agub Bin Dwoud, and the privileges of the ministers widened in the era of the Khalifa Al-Mahdi as a result of the political and management stability. The privileges of the ministers then included supervising the state's councils, the financial and economic matters, the mail matters, war matters and in addition looking into people's demands and problems.
