This study aimed to Statement of civil protection for the consumer in the . previous phase to the conclusion of the contract and enables the importance of that in the following:
1. Most lack of interest legislation in many countries including the Sultanate of Oman this stage, such as interest on the stages following the conclusion of the contract
2. Lack of a precise concept of consumer protection in the legislature equalize between communities of consumers without considering the conditions in which they are contracting
3. What is wittiessing the modern era of abundance in the production of goods and services making the necessary attention as a consumer (the weaker party) in the contractual process, through awareness and education of all photos available
4. Should be designed to protect consumer interests and needs of consumers taking into account the balance between the rights of the consumer and producer or supplier and in the public interest
Accordingly, the researcher trying to develop a precise definition of the concept of consumer Turning to the study of consumer media as a means of protection in addition to the right in the thinking and poñdering and knowledge of the legal nature of this right and finally protection from the dangers of misleading advertising and propaganda. Prominent among the recommendations in this study
1. Expansion of the concept of consumer protection to include all sorts of economic, intellectual and health, environmental and educational
2. Determining consumer groups, as they are both in all types of contracts, but their conditions vary depending on the circumstances surrounding the contractual process
3. Consumer recognition of the right to information in the pre-contract because it leads to a kind of balance and equality between the nodal contractors
4. Add article in the Consumer Protection Act to determine the Omani period of reflection depending on the nature and type of each contract separately so that the consumer can be found on its contract and read slowly and reflection before embarking upon its conclusion and thus avoid legal problems that would arise later
5. Restore the balance between consumer and producer through awareness, education and hold seminars and participate in radio and television programmes
6. Addition of governing false and misleading advertising in the Consumer Protection Act and the deterrent penalties in the case of violation
7. Help consumers to identify their actual and obtaining the necessary goods and services in light of the will and conscious all conditions of contract by emphasizing the need for producers and suppliers of consumer commitment enlighten all the goods and products and gravity and permit the opening of other branches of the Society for the Protection of the consumer at all levels in areas of the Sultanate and activating roles to play duties towards the public and strengthening the role of consumer associations in the framework of civil society
