This study aimed to reach a proposed concept of operational contracting in public schools in the Sultanate of Oman, by identifying the theoretical bases of operating contracting in public schools, as well as to identify the experiences of some countries in the application of operational contracting for public schools, moreover, requirements for the application of operational contracting in schools. Governmental authorities in the Sultanate of Oman from the point of view of educational experts.
To achieve the objectives of the study, a questionnaire consisting of three domains representing the requirements for operational contracting in public schools was done: administrative, physical and financial requirements, accountability and accounting requirements. The questionnaire was applied to a group of 30 experts from the Sultanate of Oman and from Arab and foreign countries who have educational experience and interest in the topic of the study.
The most important results of the study in terms of the degree of importance of each of the three domains from the experts point of view are as follows: First, the accounting and accountability requirements, followed by the administrative requirements, and the financial and financial requirements came third and last; Establishing institutions and bodies to monitor performance and classifying operational contracting schools "at the very first rank with a very important focus on accountability and accountability requirements, while the provision of an appropriate legislative and legal framework for investment in education came at the bottom of the list with a significant degree; In the focus of administrative requirements, item "Recruitment of qualified people in administrative positions in operational schools according to clear and specific criteria" ranked first with a very important degree, while the item "the use of specialized expertise to implement the operational contract" came in the last rank, and the item
"providing a database and information to the authorities wishing to apply the operational contract " got on the first place with a very important degree in the item of financial and financial requirements, while the item " the allocation of independent budget for the schools of operational contracting " got the last rank with a significant degree.
In light of the results of the study, a proposal for the requirements of the operational contracting of public schools in the Sultanate of Oman was designed.
