English abstract
This thesis aims to indicate the concept of Cybercrimes, its nature, characteristics and elements. This crime considers as new types of offences that have appeared recently because of modern technology that swept the world in the last years. Most states have called for coping with the change by enactment of legislation to deal with crimes and punish offenders and to fight impunity.
This study divided into 3 chapters; 1- The nature of cybercrimes, its definition and characteristics. 2- Elements of this crime. 3- Tackling the crime by indicating legislative efforts and the difficulties encountered.
The main results of the study:
1. Cybercrimes different from Fraud as it is committed through information technology methods, and is based on data and information.
2. The importance of rehabilitate in law enforcement in theory and practice to deal effectively with cybercrimes by quick adjust and rapid response.
3. Emphasizing the importance of international cooperation to deal with this crime and to facilitate access to information and prosecution of accused persons to punish them. This procedure is highly important to prevent spreading this crime.
